The Clarissa City Council held a special meeting Thursday afternoon with City Attorney Mark Hanson, to discuss a petition to annex into the city. Hanson advised the council that they could not consider the present petition because it was not in the proper format. Hanson said that the petition to detach from Eagle Valley Township and annex into the city of Clarissa was the type used between two cities that share boundaries.
