Todd County Board of Commissioners: Kutter revisits the board on policies and procedures

During the open forum at the Todd County Board of Commissioner’s meeting on February 4, Citizen Sharon Kutter presented a letter to the board as a follow-up from her previous requests for policies that require enforcement of the law, and protection for innocent citizens from being charged with false criminal charges by the county attorney and sheriff.

In May 2023, Kutter was “falsely charged” with criminal felony theft by Assistant Todd County Attorney Chris Brigman. Charges were for allegedly taking the “missing, illegally posted advertising signs in our road right-of-ways [that] were picked up by MnDOT as required by MN Statute 160.2715.”

Commissioner Byers thanked Kutter for her time and the letter will be kept as a matter of record.

In other business:

• Presented 2025 employee first quarter service awards.

• Accepted the resignation of child services social worker Chasity Armstrong, effective September 3, 2024.

• Approved the January 2025 auditor warrants for a total of $3,778,366.29.

• Approved commissioner warrants for a total of $198,277.63.

• Approved Health and Human Services commissioner warrants for a total of $56,002.47....
